Meeting Called to Order by Vice Chairman Zuiderveen.

Roll Call of Districts – All present except Comm. Rogers.

Prayer and Pledge of Allegiance offered by Comm. Vivian.

Motion by Vanderwal, supported by Bridson to approve the Agenda as presented.  Carried.

Minutes read from March 13th, 2012 and approved.

Public Comment

None

Sheriff Bosscher gave his monthly report.

Carol Palmer, District Court Administrator gave her monthly report.

Barb Hancock, County Treasurer gave her monthly update – taxes have come in per usual except for the DNR’s money. 

William Donnelly Jr, Prosecutor, gave a report on his department’s interaction as representative of minor children in regards to the Department of Human Services.

Steve Kirnovic, Head Auditor from Abraham Gaffney gave the board a few comments in regards to the upcoming audit and answered questions.

David Stroud, 4-H Director, reviewed the programs that 4-H is involved in.

Dale Mosher, Equalization Director, held the Equalization Session for the 2012 year and answered questions.

Motion by Vivian, supported by Bridson to accept the Equalization Report as presented for the 2012 year.  Carried.

Pam Niebrzydowski, COA Representative, gave the annual report and answered questions.

Greg Paffhouse, NLCMH Director, gave his annual report and asked the board to consider two resolutions that he presented.

Finance Committee

Motion by Vivian, supported by Hughston to approve the two following resolutions.

FAIR HOUSING RESOLUTION

2012-05

WHEREAS,MissaukeeCounty is committed to fair housing and will work aggressively to ensure that all housing programs comply fully with all state, federal, and local fair housing laws.

WHEREAS,MissaukeeCounty has appointed theCountyPlanner as their fair housing contact person, who has an understanding of the Fair Housing Laws and will attend applicable training as able to remain informed,

WHEREAS, Missaukee has established a Fair Housing Log.  The Fair Housing Log will be maintained and will disclose information regarding any and all fair housing concerns and their outcomes,

WHEREAS, persons wishing to file housing related complaint or concern will be referred to the Michigan Department of Civil Rights, HUD, and their localFairHousingCenter.  The Fair Housing contact will notify MSHDA if a complaint or concern is filed.

WHEREAS, the offices ofMissaukeeCounty are accessible and barrier free, and the County will make every attempt to reasonably accommodate all of its constituents,

WHEREAS,MissaukeeCounty will include the Fair Housing Logo on all of its documents and advertisements pertaining to its housing programs.  The County will post a Fair Housing poster in a place visible to the public.  The County will secure and distribute upon request Fair Housing material provided by MSHDA and various other Fair Housing agencies and organizations.  “Fair Housing, its Your Right” brochures will be distributed to all applicants of County housing programs,

WHEREAS,MissaukeeCounty will consider all applicants and contractors based on qualifications.  No applicant or contractor will be denied housing or a contract based on their race, color, national origin, religion, age, sex, martial status, familial status or handicap.  Persons raising concerns regarding discrimination will not be retaliated against.  Marketing of all County housing programs will include minority and women applicants.

THEREFORE BE IT RESOLVED, thatMissaukeeCounty hereby adopts this Fair Housing Resolution and all of its premises.

Motion by Vivian, supported by Bridson to change the county payroll date from every other Wednesday to every other Friday.  Carried

Motion by Vanderwal, supported by Cairy to change the language in the Contract Labor Agreement with the amendment of Felony record appeal process to board.  Carried

Motion by Vivian, supported by Hughston to approve the Contract Labor Agreement as amended.  Carried.

Motion by Vivian, supported by Bridson to install the security cameras in the courthouse house in the amount of $8,100.00 with a $5,000 from Capitol Outlay with a subsequent grant approval from MMRMA.   Carried.

Motion by Vivian, supported by Bridson to pay the Park overage hours to the Park Director in the amount of $2,620.06.  Carried.

Motion by Vivian, supported by Bridson to pay the $200 from the Commissioner Dues line item to the Human Services Leadership Council of Missaukee & Wexford Counties.  Carried.

Motion by Cairy, supported by Vanderwal to approve the following resolution.

Resolution by the Missaukee County Board of Commissioners

DHS Administrative Leave Policy

Resolution 2012-07

WHEREAS, the Michigan County Social Services Association and the Michigan Department of Human Services have a long history of collaboration and cooperation, and

WHEREAS, the Association and the Department have been partners in advocating on behalf of the clients they serve and the local office delivery system, and

WHEREAS, this partnership and collaboration has been an integral part of the ongoing activities of both DHS staff, including county directors, and human service board members, and

WHEREAS, because this activity is on behalf of the Department and the clients they serve it has been recognized as part of the county staff’s work duties, and

WHEREAS, the Department has issued a directive disallowing any activity with MCSSA and its affiliate, the Michigan Council of Social Workers (MCSSW) by state employees on their state paid work time;

THEREFORE BE IT RESOLVED, that the Missaukee County Board of Commissioners hereby petitions the Michigan Department of Human Services on behalf of the citizens of Missaukee County (to whom they serve) and to the Michigan County Social Services Association (whom they appoint representatives to),  to rescind this directive and to restore the long-term partnership between the department and MCSSA.

Motion by Vivian, supported by Hughston to put the following language on the August 7th, 2012 Primary Election ballot as requested by the Veterans of Missaukee County. Roll Call Vote:  6 Yeas (Hughston, Vivian, Bridson, Cairy, Vanderwal, Zuiderveen) 1 Absent (Rogers) Carried.

Shall the County of Missaukee levy a tax in an amount not to exceed twenty cents per thousand dollars (.20 per $1,000) of the taxable value on all taxable property in Missaukee County for 1 (one) year - 2012 – in order to develop and create a Missaukee County Veteran’s Memorial Park on Prospect Street in the City of Lake City?

If approved and levied in its entirety in the first year following authorization, this millage would raise an estimated $120,137.60.

Motion by Bridson, support by Vivian to appoint Bob Zuiderveen and Shannon Scarbrough to the Housing Committee.  Carried

Motion by Hughston, supported by Bridson to pay Claims and Accounts and Own Accounts as presented.  Carried

Vanderwal moved, supported by Bridson to approve the PA 166 of Greg Koster and Koster LLC.  Carried.

Review of the Kenneth and Carol TeBos PA 116.

Commissioner Reports:  Cairy reported that the COA Director process is moving along, Vanderwal was to Legislative day and attended theLansingmeeting,
