 Meeting Called to Order by Chairman Rogers

 Prayer and Pledge of Allegiance given by Comm. Vivian.

 Roll Call of Districts – All present except Comm. Elmquist.

 Motion by Zuiderveen, supported by Vanderwal to approve the agenda as presented.   Motion Carried

 Minutes of August 9th, 2011 read and approved.

 Chairman Rogers opened the 2012 Budget Hearing.

 Public Comment: None

 Sheriff Bosscher gave his monthly report and presented a Proposal to enter into 5yr a service agreement with Johnson Controls and a possible separate agreement for the Courthouse.  Sheriff Bosscher will check with Johnson Controls about getting a revised quote based on including all buildings in the service contract.

 Barb Hancock gave a brief treasurers update.

 Judge Parsons gave an update on Court restructuring, which would result in the reduction of the number of Judges.  The Child Care budget has been submitted with a slight increase to in-home care.

 Carol PalmerDistrict Court Administrator, gave the monthly report.

 Motion by Vivian supported by Bridson to go into Closed Session for POLC Negotiations.  Roll Call Vote:  6 yeas (Rogers, Vanderwal, Vivian, Bridson, Zuiderveen, Hughston) 0 Nay  1 Absent (Elmquist) Carried 

 Closed Session

 Motion by Vanderwal, supported by Bridson to go out of Closed Session.  Roll Call Vote:  6 Yeas (Rogers, Vanderwal, Vivian, Bridson, Zuiderveen, Hughston) 0 Nays 1 Absent (Elmquist) Carried.

 Motion by Vivian supported by Bridson to approve the POLC Union contract as presented for 2012-2014.   Roll Call Vote:  5 yeas (Rogers, Vanderwal, Vivian, Bridson, Zuiderveen) 1 Nay (Hughston) 1 Absent (Elmquist) Carried 

 Bob Schluter Community Area on Aging gave his agencies Annual Report

 Kimberly Simmons ESGR presented certificate of recognition of Employer Support of the Guard and Reserve to Missaukee County.

 STATEMENT OF SUPPORT FOR THE GUARD AND RESERVE:

 We recognize the Guard and Reserve are essential to the strength of our nation and the well-being of our communities.

In the highest American tradition, the patriotic men and women of the Guard and Reserve serve voluntarily in an honorable and vital profession.  They train to respond to their community and their country in time of need.  They deserve the support of every segment of our society.

If these volunteer forces are to continue to serve our nation, increased public understanding is required of the essential role of the Guard and Reserve in preserving our national security.

Therefore, we join other employers in pledging that: 

We fully recognize, honor and enforce the Uniformed Services Employment and Reemployment Rights Act (USERRA).

Our managers and supervisors will have the tools they need to effectively manage those employees who serve in the Guard and Reserve.

We will continually recognize and support our country’s service members and their families in peace, in crisis, and in war.

 Northwest Michigan Council of Governments Michigan Works Annual Report presented by Susan Rogers.

 Finance Committee

 Vivian, moved, supported by Bridson to approve the L-4029 for the County of Missaukee for 2011.  Roll Call Vote:  6 Yea (Rogers, Vivian, Bridson, Vanderwal, Hughston, Zuiderveen) 0 Nay.  1 Absent (Elmquist) Carried.

 Motion by Vivian supported by Zuiderveen to approve 2011 Budget Amendments.  Carried.

 Personnel Committee

 Motion by Bridson, supported by Hughston to appoint Sheila Crittenden to replace Linda Van Houten on the Housing Commission board.  Carried

 Motion by Bridson supported by Zuiderveen to move commission meetings to 2:00 p.m. effective immediately.   Carried.

 Claims and Accounts

 Motion by Zuiderveen, seconded by Bridson to pay Claims and Accounts and Own Accounts.  Carried.

 PA 116 for Gregory Pluger presented by Commissioner Zuiderveen to be voted on at October meeting.

 Commissioners Report

 Commissioner Vivian presented a schedule of the Planning Commission’s Master Plan.

Public Comment

 Budget Hearing adjourned until October 12, 2011 meeting.

 Motion by Vivian, supported by Bridson to go into Closed Session for AFSCME Union negotiations.  Roll Call Vote:  6 Yeas (Rogers, Bridson, Vivian, Hughston, Vanderwal, Zuiderveen) 0 Nays 1 Absent (Elmquist) Carried

 Closed Session

 Motion by Vanderwal, supported by Hughston to go out of Closed Session.  6 Yeas (Rogers, Bridson, Vivian, Hughston, Vanderwal, Zuiderveen) 0 Nays, 1 Absent (Elmquist) Carried.

 Meeting adjourned until October 12, 2011 at 2:00 PM or Call of the Chair.
